Reworked the package name update process and updated the readme, tests and linters. Also re-added support to record the package names that are numbers and migrated the build to GitHub Actions, setting it to run every 8 hours. However, to properly order the packages by popularity,
dependent-packageswould need to be updated.At this point, most self-updating packages that live in org have stopped working at some point. I'd like to perform some sort of refactoring on all of them; please add me to the org.
